- Ordinary repairs are a narrower question
IRC R105.2.2 exempts ordinary repairs, but excludes structural, load-bearing, egress and specified system or safety-changing work. It does not provide a universal roof-area percentage exemption. - A reroof is planned as permit work
Replacing the roof covering is treated as a reroof project in the city process. A small isolated repair and a replacement should not be described as the same work to avoid an application. Related alterations can require additional approvals or fees.

The job belongs to the jurisdiction containing the property. A mailing-city name or ZIP code alone does not establish which authority issues the permit.
